Still other issues await exploration.723 In addition, federal legislation is extensive,724 and legislative and judicial developments in the state law are very important because the Supreme Court views this law as a source of interest that the due process clause protects.725 However, these standards of review were abruptly rejected by the court in Ohio Valley Water Co. v. Ben Avon Borough,174 since they are no longer sufficient to meet the requirements of due process, the opening of a long period during which the courts have assessed the content of the appropriateness of tariff fixing.
